City crews are hauling away 70 clothing donation bins from around Philadelphia, because they're unsightly, illegal, and overflowing with trash. Licenses & Inspections Commissioner David Perri says the poorly maintained bins attract plenty of short dumping along city streets and sidewalks, which he describes as "the city’s front yard." The second suspect in the deadly North East Philly drag race car crash in July has surrendered to police. 20-year-old Ryan Farrell turned himself into police yesterday after he was wanted for many charges including homicide by vehicle, aggravated assault by vehicle, and involuntary manslaughter.
