PA Budget Puzzle, Temple President Dismissal, LM K9 Bulletproof Vest

Governor Wolf and legislative leaders continued working on Tuesday to pull together a revenue plan to pay for Pennsylvania's new state budget that took effect without the governor's signature earlier this week. One piece of that puzzle would involve a tax on digital downloads as well as an increase in cigarette taxes and taxes on some other tobacco products. One issue threatening to hold things up was a proposal to increase charter school enrollment, an issue of concern for the Philadelphia School District.

The Temple University Board of Trustees issued a vote of no confidence in the school's president, Dr. Neil D. Theobald. The announcement was made on Tuesday in a message that went out to faculty, students and staff. According to the board, they will seek Theobald's dismissal at a meeting that is set to take place on July 21. Temple dismissed University Provost Hai-Lung Dai in late June following the discovery of a $22 million deficit in Temple's financial aid budget. At the time of Dai's dismissal, the school did not explicitly say that the deficit was the reason. The board ultimately decided that the deficit was Theobald's responsibility and that he should be held responsible, leading to this vote.

A Lower Merion Township K9 is now wearing new body armor thanks to a charitable donation. Vested Interested in K9’s, a non-profit organization, made it possible for Rookie, a Lower Merion K9, to receive a bullet and stab protective vest. The vest is sponsored through a fundraiser by the Staten Island Companion Dog Training Club. The organization aims to provide protective vests, and other items, to K9’s across law enforcement.
