Radio operators in Philadelphia and beyond are celebrating this Independence Day holiday weekend "hamming it up" with a special worldwide event. Veteran substitute teachers are frustrated over the pay being offered by a company now managing subs for Philadelphia schools. John Renfro calls the $90-a-day being offered to Philadelphia substitutes next year "a joke." He says last school year, he made more than twice that under the PFT contract. District spokesman Fernando Gallard says Source4Teachers is paying market rates in suburban districts. The teachers union, though, has filed an unfair labor practice complaint.

Pennsylvania will start the new budget year without a spending plan. Governor Tom Wolf wasted no time announcing Tuesday night he will veto the entire budget. The legislature also sent Wolf two other major pieces of legislation, bills that would privatize liquor sales and would overhaul pensions for school and state employees. The governor has previously indicated opposition to both but said he’ll withhold his veto for now pending a review of those bills.

Gov. Andrew Cuomo said "a nightmare is finally over" Sunday evening, following the capture of David Sweat, the second of two convicted murderers who staged a brazen escape three weeks ago from a maximum-security prison upstate. Sweat was shot and captured near the Canadian border Sunday, two days after his fellow inmate, Richard Matt, was killed in a confrontation with law enforcement officers. About 137,000 people are still without power following Tuesday night's powerful storms. PECO is reporting 16,000 without power in Delaware County, 13,000 in the dark in Chester County and 900 customers without service in Montgomery County. In New Jersey, PSE&G is reporting 4,600 customers still without service in Burlington County, 3,600 without power in Camden County and 500 out in Gloucester County. PECO says it's an all hands on deck effort as they work to restore electricity. 200 local contractors joined their crews to assist with restoration efforts. In addition to that, there are 500 field personal who are coming from utilities from Ohio, Kentucky, West Virginia and New York. But PECO officials say power restoration is going to take some time.

Tuesday's storms have caused big problems on SEPTA rail lines this morning. Downed trees and power outages have cause suspensions on regional rails. The Media-Elwyn and Fox Chase lines are suspended. The Paoli Thorndale Line is shut down between Thorndale and Malvern. Norristown High Speed line is suspended between Radnor and Norristown and there's no service at the Chester Transportation Center. A committee of the Philadelphia Historical Commission today will weigh in on a developer's plans for a ten-story apartment building in Old City — on the same block as the Betsy Ross House. PMC Property Group wants to turn a parking lot at 218 Arch Street in Old City into a ten-story apartment building with some first-floor retail and two levels of parking underground. Philadelphia and the four suburban counties are phasing out their current emergency notification system for residents and they're inviting you to sign up for the new system. The City of Philadelphia, along with Bucks, Montgomery, Delaware and Chester counties, are in the process of dropping 'ReadyNotifyPA' and switching to a new system for emergency notification to residents.
