A man was shot late Thursday night in Center City, and the shooter has been arrested thanks to some witnesses. The shooting happened around 11 p.m. at 15th and Chestnut Streets. Witnesses inside a nearby restaurant followed the shooter, and guided police over the phone to where the gunman was eventually arrested a few blocks away. The victim was taken to the hospital in stable condition. Police say the victim had narcotics on him, but no motive has been determined at this time.

PennDOT has just started testing a tracking system in several dozen trucks that will let you see what roads they've cleared and when. It's called Automated Vehicle Location. PennDOT's John Krafczyk says crews and supervisors will use it to improve how they respond to a storm. It'll also show whether the trucks are spreading salt or anti-skid solution. You can watch plow progress on the state’s travel conditions website, 511pa.com. As PennDOT does this trial run, Delaware’s Department of Transportation has all 330 of its trucks hooked up to a similar system.

Grocery stores are a major destination point for people before the blizzard of 2016 arrives, and there’s also a major run on area liquor and beer stores. Ron Kuhn manages what’s going to be a very busy Pennsylvania Wine and Spirits Shoppe at Snyder and Delaware Avenues in South Philly. Shoppers are stocking up before hunkering down for a long, snow-filled few days. The storm is likely to force most establishments to shut down early, but Beer Peddler owner Ron Kuhn says he’s determined to remain open.
