Hillary Rodham Clinton says she's running for president. The former first lady and secretary of state made her 2016 plans official on her campaign website Sunday. She says in a video that "everyday Americans need a champion. I want to be that champion." Clinton is aiming to be the first female president. Clinton enters the Democratic primaries in a strong position to succeed her 2008 rival, President Barack Obama. Following Sunday's announcement, she's expected to travel soon to early voting states, including Iowa and New Hampshire.

The suspect in the violent abduction of a woman on Jewelers’ Row in Center City will be arraigned Monday in South Carolina. A judge will then decide if 31-year-old Khayree Gay will be extradited back in Pennsylvania. Federal agents arrested Gay Friday at a hotel. Earlier this month, police say three men grabbed the 53-year-old woman from a parking garage, dragged her into a van then beat, robbed and used a taser on her for hours. She was eventually found and hospitalized.

Expect lane closures along the Vine Street Expressway in the early morning hours in Center City Tuesday as lane reconfiguration and safety barriers are being set up to prepare for a four-year project replacing seven bridges over I-676. The bridges over the Vine Street Expressway were built in 50s and will be replaced by fall of 2019. The construction will not be done all at once. Work starts first on the pedestrian bridge that doubles as a street level park along Vine Street between 18th and 19th Streets. That will be finished by the end of the summer. There will be a halt in bridge replacement project for a few weeks in September to make way for the World Meeting of Families Conference and Papal visit.
