Cigarette Tax Outcome May Be Pink Slips, Philadelphia Homeownership Down, Germantown Woman Tied Up

Philadelphia's schools superintendent says if the state legislature doesn't authorize a cigarette tax by the middle of next month, he'll begin sending out pink slips. The state house reconvenes August 4th to consider an amendment-laden measure authorizing a cigarette tax to help fund Philadelphia schools. The district is losing an estimated $1.6 million in revenue every week that tax is delayed. Superintendent William Hite says revenue from the tax is critical to opening school on time.

Philadelphia's rate of homeownership has dropped by seven percent, according to a report out Wednesday. The research shows the drop in owner occupied homes has been offset by an influx of renters, who tend to be young —the rate remains high for a major city, at 52 percent. Also, more than a third of Philadelphia homeowners make less than $35,000 a year, the second highest rate of low income homeowners in the country.

Philadelphia Police say a woman was found tied up and injured inside of an apartment after a barricade situation in Germantown Wednesday night. A 40-year-old man was holding a 27-year-old woman hostage inside. An arrest was made shortly before 7 p.m. without incident. Police say when officers went inside the apartment, a woman was found tied up in a bathroom suffering from injuries consistent with a sexual assault.
