The Pennsylvania SPCA is bringing charges against a woman who was keeping hundreds of cats in her home in what's being called deplorable conditions. Her home in the city's Frankford section were found more than 300 cats living in less than ideal conditions. Charges are coming for the owner with violations of the cruelty code.

Three children were rescued by neighbors from a burning home Thursday night in North Philadelphia. The fire was reported shortly before 7 p.m. in the 1700 block of N. Newkirk Street. A nine-year-old boy, a four-year-old boy and a two-year-old girl are in stable condition at Children’s Hospital of Philadelphia.

The Philadelphia School District finds itself back where it was at this time last year– short of revenue and facing a long, difficult process to get more funding. The School Reform Commission, Thursday, adopted a lump sum budget statement for next year with a $320 million dollar hole in it. This year’s projected deficit, has grown by $14 million dollars, in part, because the hard winter meant high utility and snow removal costs. Special education services are also over budget and, real estate tax revenue is almost $4 million less than expected.
