3 Officers Charged in Fanta Bility Death; $50k Reward/Video in Woman's Murder; Victim Shoots Suspect

Delaware County District Attorney Jack Stollsteimer announced charges against three Sharon Hill Police officers in connection to the August 2021 death of 8-year-old Fanta Bility and the wounding of three others outside of a high school football game. Officers Devon Smith, Sean Dolan, and Brian Devaney have been charged with 12 counts of manslaughter and reckless endangerment by a grand jury. It happened on August 27 at Academy Park High School in the 900 block of Coates Street. When the crowd was letting out after a football game, the officers (who were stationed at the exit) heard gunshots and saw a car turning the corner. They opened fire in the direction of the vehicle and struck Bility and others. "These officers made a split-second decision to return fire. We trust them to get that decision right and they got it horribly wrong," Stollsteimer said.

The shootout they heard was actually a block away. 16-year-old Angelo "AJ" Ford and 18-year-old Hasein Strand, who were involved in that shooting, were initially charged in Bility's murder. Those charges have been dropped. Strand pled guilty to aggravated assault and illegal possession of a weapon. He was sentenced to 32 and 64 months in prison. Ford still faces charges of attempting to murder Strand. "From the moment the call came in on Aug. 27, my team of investigators and prosecutors has worked tirelessly to achieve justice for Fanta and the other victims of that tragic night," Stollsteimer said. "Today's charges are a big step forward in that process."

Philadelphia Police have released surveillance video related to the fatal shooting of a pregnant woman in Northeast Philadelphia in November 2021. It happened around 8:35 p.m. on November 20 on the 6100 block of Palmetto Street in Lawncrest. 32-year-old Jessica Covington was unloading gifts from her baby shower when she was approached by the gunman. She was shot in head and stomach. Covington was rushed to Einstein Medical Center where she was pronounced dead. She was seven months pregnant at the time. Her baby did not survive. The suspect arrived at the location 10 minutes before the shooting. He was in a light-colored 1999 to 2004 Cadillac Seville with distinctive rims and dark trim at the bottom of the frame. There is a $50,000 reward for information leading to an arrest. Call 215-686-TIPS (8477).



A man was shot and killed while attempting to steal a car in Southwest Philadelphia on Tuesday morning, 1/19. It happened around 8:15 a.m. near South 58th Street and Cobbs Creek Parkway. Three men had hooked up the victim's car with yellow straps and were attempting to tow it away when the victim came out of his home. He opened fire on the suspects. One suspect was hit by the gunfire. The suspects tried to drive away but crashed into a school bus. The 52-year-old wounded suspect was taken to Penn Presbyterian Medical Center where he was pronounced dead. The vehicle owner has a license to carry. The incident remains under investigation.
