Councilmember David Oh to Introduce Budget Amendment for $45M Creative Arts Recovery Fund + more

Philadelphia City Councilmember David Oh, Chair of Council's Committee on Global Opportunities and the Creative/Innovative Economy, will be introducing a budget amendment on Tuesday, June 8, that would restore creative funding to pre-pandemic levels and make a "long overdue investment into Philadelphia's creative economy." Philadelphia has control over $1.4 billion in federal stimulus money to help in the city's recovery. Oh is recommending creating a $45 million creative arts recovery fund, restoring funding to the Office of Arts, Culture, and the Creative Economy (OACCE), fully fund the Philadelphia Cultural Fund, and restoring funding to the Greater Philadelphia Film Office.

The amendment will also reallocate $28.63 million for "livable communities" investments in affordable housing, public space improvements, and small business development.

Prior to the pandemic, Philadelphia’s creative economy was valued at $3.4 billion and accounted for $930 million in household income, $157 million in tax revenue, and 37,000 full time jobs. "The creative arts is the pillar of the City's economy and we cannot remain on the sidelines in the moment," said Oh. "Rather than risk the collapse of this economic engine, we should use a portion of the $1.4 billion in federal funds to speed our economic recovery, create jobs, and strengthen our community. $45 million is a worthwhile invest considering the thousands of jobs and millions of dollars in tax revenue generated each year by the arts."

City Council meeting will be held on Tuesday, June 8, 10:00 a.m.
