Johnny Doc Indicted Again on New Federal Charges; PA Teachers to Get JJ Shot; Sex Assaults at Nova

John "Johnny Doc" Dougherty, business manager of IBEW Local 98, and his nephew, Gregory Fiocca, were arrested by the FBI on Wednesday, 3/3, after a grand jury indicted them with 19 counts of conspiracy and extortion. Dougherty and Fiocca are accused of threatening violence against a contractor over payment on a job. According to the indictment, Fiocca was working for the contractor and frequently did not show up to work or failed to do the work. As a result, he sometimes was not paid for a full 40 hours per week. Dougherty and Fiocca threatened to physically hurt the contractor and pull workers off the job. "You think you're like, you think yous are untouchable? I'll break all of you, I'll f-ing break your face," Fiocca allegedly said.

Dougherty is also facing bribery and embezzlement charges from a 2019 case that is pending. Judge Elizabeth Hey agreed to let him out of $50,000 unsecured bond, despite the fact that he was already on pretrial release. She warned him that "committing an offense while on pretrial release exposes you to additional charges and penalties." His lawyer argued he has to conduct union business and aid his ailing wife.





Pennsylvania Governor Tom Wolf announced that all teachers and school staff would receive the first doses of the newly approved one-shot Johnson & Johnson vaccine. The state is expected to receive a shipment of 94,000 doses. Vaccinations could start next Wednesday, March 10, at the state's 28 regional intermediate units. The Pennsylvania Emergency Management Agency and Departments of Health and Education are working to set up the sites. All public and private school employees will be eligible for the vaccine. "This new single-dose vaccine adds another layer of support to get students and teachers back in the classroom," Wolf said. "Teachers and staff who work with our children will be vaccinated, and I commend the task force and all of our partners for their tremendous commitment to their schools and communities." Philadelphia is currently vaccinating their own school district employees.

Villanova University is investigating after four females have reported being sexually assaulted by the same male student on campus. The four students each reported to the university on Monday, 3/1, that they were sexually assaulted by the same male student in the residence halls. The assaults ranged from non-consensual sexual touching to non-consensual sexual intercourse. According to the university, the male student is no longer on campus. In a separate incident, Bryn Mawr Hospital Emergency Department notified the university that a female student was treated for sexual assault. It happened on campus between Friday and Sunday by a man she knows. It is not known if she is one four women who reported on Monday or if it is the same man as the others.
