PennDOT Offering Gender Neutral Licenses/IDs; Pregnant Woman Shot in Car; DE Man Charged Teen Rape

The Pennsylvania Department of Transportation (PennDOT) now offers a non-binary designation on driver's licenses and photo ID cards for individuals who do not identify as either 'male' or 'female.' You will now be able to choose between 'M' - male; 'F' - female; or 'X' - non-binary. If you wish to change the gender on your identification, you must fill out Form DL-32 (see link below) and bring it to a PennDOT driver license center. There is no fee to make the change to your ID, but there will be applicable fees to make the new duplicate license card. You do not need a sign-off from a medical or social service provider to make the change. "Our identity documents are critical to how we navigate the world, and having an affirming and accurate ID is critical for access to employment, healthcare, housing and so much more,”"PennDOT Secretary Yassmin Gramian said. "Offering equitable and inclusive services for all Pennsylvanians is central to PennDOT's mission and I'm proud that we're taking this step." Pennsylvania now joins 16 other states that offer non-binary gender options on identification cards.

Two women, one of whom was pregnant, were shot while sitting in the back of vehicle in North Philadelphia on Wednesday night, 7/22. It happened around 10 p.m. on the 3400 block of North 2nd Street near Ontario Street. The two women were in the back seat of the parked car with an infant when a gunman opened fire on the vehicle. Police found 20 shell casings at the scene. The 25-year-old pregnant woman was hit in the elbow and is in stable condition. The 22-year-old woman was hit multiple times. She is in critical but stable condition. The driver of the car was not hit and was able to drive the women to Temple University Hospital. The infant who was also in the back seat was not injured. Police believe the shooter may have been the father of the unborn child and the shooting was an escalation of an earlier domestic incident. New Castle County police have arrested a man for the assault and rape of a teenage girl in a Wilmington park earlier this week. 22-year-old Nijir Lee is charged with one count of felony rape in the first degree, one count of felony robbery in the first degree, one count of felony possession of a firearm during the commission of a felony, and one felony count of possession of a deadly weapon by a person prohibited. It happened around 6:40 a.m Monday, 7/20, at Canby Park near Banning Road close to St. Elizabeth's High School. The victim was walking in the park when Lee allegedly approached her. She said he walked beside her before pulling out a weapon and then raped her.
