New Jersey Governor Phil Murphy announced a three stage reopening plan for the state in order to get to a 'new normal' on the 'road to recovery.' Murphy said that the state has already moved into the first stage where restrictions have been relaxed on low-risk activities. Each additional phase relaxes more restrictions and opens up more activities and businesses. New cases, hospital capacity, testing and contact tracing ability, safeguarding of workplaces and other areas, as well as individual and business compliance with guidance will determine if the state moves into the next phase. Wearing masks, personal hygiene, social distancing, and personal responsibility will help continue continue to fight the disease. "I'm confident that we will be able to pass each test and move through the subsequent stages," Murphy said. "We are managing today and planning for tomorrow."

Non-essential businesses reopened and construction resumed in New Jersey on Monday, 5/18, after Governor Phil Murphy signed an executive order last week. Retail businesses are limited to curbside pickup only. There is no in-person shopping allowed. Construction sites must adhere to social distancing guidelines and sanitation protocols. Drive-through and drive-in events are also permitted, as long as attendees remain in vehicles. He signed an executive order on Monday that will allow batting cages, golf ranges, shooting & archery ranges, horseback riding, private tennis clubs, community gardens, and golfing in foursomes to resume on Friday, May 22.

Atilis Gym in Bellmawr, New Jersey, opened Monday morning, 5/18, at 8 a.m. in defiance of closure orders for 'non-essential' businesses. There was a large crowd gathered outside the facility in support of the owners' decision to reopen the fitness center despite still being ordered shuttered under Governor Phil Murphy's emergency order. Only existing members were allowed inside to workout today. The gym was taking precautionary health measures. It was operating at only 20% capacity, members' temperatures were checked when they signed in, masks were worn, social distancing was enforced, and equipment was frequently wiped down and santized. "We are proposing an organized peaceful reopening of our state, not just our business," said co-owner Frank Trumbetti. "We truly believe that if we don't do this, in the end, we'll have zero rights and no say in what happens." Co-owner Ian Smith said, "If big box retailers, grocery, and liquor stores can operate with proper health protocol in place, so can every single business in America." The gym was issued a citation and summons by the Bellmawr police.
