Viral DE Arrest Video Police Punching Teen; Teen Shot in Face Rhawnhurst; South Philly Shootout

New Castle County police are investigating after viral video surfaced showing a violent arrest of a 16-year-old on Friday night, 2/15. It happened on East Bellamy Drive in the Carriage Run development. Police were called to the area for reports of drug activity. When they arrived in the area, officers found the teen who they say smelled of marijuana. When they tried to take him into custody, a struggle ensued. The teen's friend witnessed the arrest and videotaped two officers holding the teen down on the ground, while one of the officers struck him on the head several times. Police recovered numerous bags of marijuana, a digital scale, prescription pills and over $1,000 in cash. He was charged with resisting arrest, manufacturing delivering or possessing with intent to manufacture or deliver a controlled substance, two counts of misdemeanor offensive touching of a law enforcement officer, possession of a controlled substance, misdemeanor criminal mischief, possession of drug paraphernalia for marijuana.

The teen was identified by his family as Roger Darnell Brown. His friend is Jaiden Palmer. Jaiden's mother, Coleen, released the video to social media. Colonel Vaughn M. Bond Jr of the New Castle County Police said in a statement, "Our officers are held to the highest standards of police conduct and the fact that an arrest was made does not negate the need for a complete and comprehensive review of this incident which is currently underway."



A teenage girl was shot in the face while staying at a friend's house in Northeast Philadelphia's Rhawnhurst section on Monday morning, 2/18. It happened just after 10 a.m. on the 2000 block of Glendale Avenue. The 14-year-old girl from Montgomery County was visiting a friend. Someone in the house was playing around with a gun when it went off and hit the girl in the face. The victim was taken to Jefferson Torresdale Hospital and is in stable condition, but will need surgery. Police say there were multiple weapons in the home and will return with a search warrant. Authorities are questioning the other teenagers present.

UPDATE: Police retrieved two shotguns, two handguns, and a bullet proof vest from the home. Detectives are looking for two other handguns. The homeowner, Naved Samuel, says his 12-year-old grandson accidentally shot the girl. He also said the gun was supposedly unloaded and in the safe. "I don't know because I wasn't there so police are investigating it," he said. The victim and a friend are from Lansdale. Police are recommending the DA file charges against the 12-year-old boy.

A shootout and car chase in South Philly on Sunday night, 2/17, ended with two suspects in custody, one of them injured, and shaken nerves on one block. It started around 11 p.m. on the 1300 block of South 6th Street. Police responded to the sound of gunshots. When they arrived at the scene, two men sped away in a a silver Chevy sedan. Police followed in pursuit. The men eventually got out and ran. Police caught them on foot at 5th and Fernon Streets. One on the men was shot in the back and was taken to the hospital. The car they were in had several bullet holes in the side plus empty shell casings inside. Back at the original scene, police found more than a dozen other shell casings. There was damage to other vehicles too. One woman sitting inside watching TV just missed getting hit by a bullet that came through the front window. Police are still investigating.
