5-year-old Boy, Teen Girl Shot Trick-or-Treating in Olney; Officer Suspended for Shooting; Rabid Fox

A teenage girl and her younger brother are in the hospital after being shot while trick-or-treating in the Olney section of Philadelphia on Wednesday night, 10/31. It happened around 6:20 p.m. Wednesday along the 5700 block of North Hope Street. The 14-year-old girl was out on Halloween night with her 5-year-old brother walking on the sidewalk when two men began to shoot at each other. The girl suffered a graze wound to her leg and the boy was shot in the leg. They were both taken to Einstein Medical Center in stable condition. 6 shots were fired between the two men. Shell casings were found near the children's bucket of spilled candy. Police are still investigating, but they do not have a motive, no weapons have been found, and no arrests have been made.

Philadelphia Police Commissioner Richard Ross announced on Wednesday, 10/31, that a Philadelphia police officer has been suspended with intent to dismiss after a deadly police-involved shooting last Christmastime. 30-year-old Officer Eric Ruch Jr. of the 35th District is a 10-year-veteran. Ross said that Ruch failed to follow department policy when he opened fire and killed 25-year-old Dennis Plowden. "Officers shall not use deadly force against another person unless they have an objectively reasonable belief they must protect themselves or another person from death or seriously bodily injury," said Ross. It happened on December 27th, 2017. Plowden was fleeing from police when he crashed into several parked cars. He stumbled out of his vehicle and was found sitting on the curb with one hand behind his back. He was ordered to show his hands, and when he failed to do so, Ruch opened fire. Plowden turned out to be unarmed. "The officer should have taken advantage of cover and concealment as his other three officers did. This would have afforded him the opportunity to de-escalate the situation where time was on his side," said Commissioner Richard Ross. The district attorney's office is reviewing the case. The FOP is representing Ruch.

Main Line officials are advising residents after a dead fox tested positive for rabies. The animal was found in a backyard on the 700 block of Newtown Road in Villanova. Radnor Township workers took it away and had it tested. Township officials want neighbors to make sure their own pets are up to date on shots, even indoor pets. Also, don't let dogs or cats run around outside unsupervised. Finally, don't touch or feed wild animals.
