Havertown Man Arrested Rape 14yo Girl on Whisper; Philly Police Captain Assaulted; S Philly Shooting

A Havertown, Delaware County, man has been arrested and charged with raping a 14-year-old old that he met on the Whisper app. 22-year-old Joseph Valiquette is charged with rape, involuntary deviate sexual intercourse, unlawful contact with a minor, statutory sexual assault, and other charges. The attack happened on April 22nd. Using the Whisper App, which allows users to create anonymous posts combining an image and some text, the teen posted that she was depressed and fighting with her mother. Other users can search for the meme-like posts close to them. Valiquette responded to the girl's post from less than a mile away and struck up a conversation. Eventually she provided her address and agreed to meet. Valiquette arrived at the home and got to her bedroom. He forced her onto the bed, choked her, and raped her. He then fled. Police contacted Whisper and eventually narrowed their search. Valiquette told investigators that he thought it was consensual and that the girl was 16. He is being held at George W. Hill Correctional Facility in lieu of $150,000 bail.

A Philadelphia police chief inspector has been placed on administrative duty after an incident on Wednesday night, 10/3, where he allegedly assaulted a police captain. Chief Inspector Anthony Boyle is now under investigation by internal affairs for physically assaulting Captain Laverne Vann while she made an arrest inside a confidential police facility. Police spokesperson, Capt. Sekou N. Kinebrew, said, "At some point Chief Boyle grabbed Capt. Vann by the arm and twisted the arm and caused Capt. Vann to fall to the ground. Again, that's the best I can summarize it. This was witnessed by several other people, some of whom have been interviewed, others who have not been." 65-year-old Boyle is a 42-year department veteran. He is Vann's supervisor, but not her direct supervisor. 53-year-old Vann is a 29-year veteran. She has been suing the department for alleged racial discrimination. She has received medical treatment and returned to full duty. No charges have been filed.

One teenager is dead and another is injured after both were shot outside of a South Philadelphia gas station on Thursday night, 10/4. It happened around 8 p.m. on the 2500 block of Passyunk Avenue. The two 15-year-old black males were standing in the station's driveway when someone pulled up, got out of the car, and started firing. Police say that 16 shots were fired in total. The boys were taken to Penn Presbyterian Medical Center. The one boy was shot in the back. He was pronounced dead at 8:35 p.m. The other boy was shot in the arm and torso. He is in stable, but critical condition. The incident was caught on surveillance camera. No arrests have been made and no motive is known.
