Mayor Michael Nutter Puts $20,000 Bounty On The Head of Every Murderer

Mayor Nutter announced the City of Philadelphia's new crime-fighting strategy that will rely more on rewards and bounty to bring forward witnesses and information. The city will pay up to $20,000 for information leading to the arrest and conviction of someone for homicide. People can also get $500 for tips pointing to the location of illegal guns and weapons.

"To every criminal out there: I just put a $20,000 bounty on your head," Nutter said, speaking at a news conference at Strawberry Mansion High School in North Philadelphia. "We are coming for you. We will find you. People will give up that information."

Mayor Nutter stressed that there needs to be a huge cultural change to the way that violence is dealt with in Philadelphia. After a year, 2011, with a record number of murders, and the start of 2012 with more than an homicide per day through this first month, something needs to be done.

Obviously, witnesses are not coming forward to help police solve all the murders that are happening and illegal weapons are littering the streets. Either those people are too afraid to come forward with that information because they are intimidated by those lawless punks and thugs in the neighborhoods, or they are still holding on to the stop-snitching mentality that pervades.

"We must do a better job of protecting the citizens of Philadelphia against those thugs out there who would subvert our criminal justice system, subvert public safety and continue to propagate that hateful 'Don't Snitch' mentality." said Nutter.

We could hope that we didn't need to put up "wanted signs" with bounties bait the public to lure out the criminals show the law enforcement where they are hiding, but these rewards could be a catalyst for that cultural change and shift that Nutter is looking to happen in the city. That change will give the power back to the people and eventually they won't be a afraid and will have trust in the law.

"There are more good people than there are bad people," said Nutter. "We are not going to be held hostage by these domestic terrorists in our city any longer. We're just not going to stand for it. We've got a message to every punk, every criminal carrying an illegal weapon in the city of Philadelphia: got a gun? Go to jail. No more slaps on the wrist. No more falling through the cracks. No more walk away and think that nothing else is going to happen."

Part of this new strategy is increased funding for the witness protection program run by the city. That will ensure that those that do come forward will have the proper services and protection if in a sensitive situation.
