Chester Officer Arrested for Assault; Norristown Teen Shooter Arrested; Fmr Officer Stole Weapons

A Chester police officer has been accused of sexually assaulting two woman while on duty on two separate occasions. 47-year-old officer Albert Ross is charged with two counts of official oppression, harassment, and indecent assault without the consent of others. Back in May, Ross had inappropriate contact with a 46-year-old woman during a service call to her home. He allegedly placed his flashlight between her breasts and and said, "Let me see." In another incident he is accused of groping and kissing a woman in the elevator of the Chester Police Department. "Officer Ross used his position of authority to coerce and intimidate these women into acts for his own sexual gratification," said Delaware County District Attorney Jack Whelan. "His behavior is extremely offensive. As a police officer, he took an oath to serve and protect the residents of Chester, and for that reason we hold him to a higher standard of conduct." His bail is set at $250,000. A preliminary hearing is set for September 13th.

An 18-year-old Norristown man has been arrested and charged in the shooting death of another Norristown teen last month. Isaiah Freeman was taken into custody by US Marshals at a residence on North 3rd Street in Philadelphia on Wednesday. The shooting happened on July 6th around 6:30 p.m. on the 600 block of Chain Street near Oak in Norristown, Montgomery County. Freeman is accused of shooting 16-year-old Jordan Scott multiple times with a .22 caliber handgun. Another boy was also shot but not killed. Freeman fled the area to Philadelphia with the help of a friend. Authorities have not confirmed the motive, but it is believed to have started with an argument online through social media. Freeman is being help without bail. A preliminary hearing is scheduled for September 11th.

A former Montgomery County police officer who was the focus of a standoff on Wednesday at church in West Norriton has been charged with stealing weapons and ammunition from his former patrol car. 37-year-old Charles Murray was fired from his job as a Lower Providence police officer in June for a "non-criminal disciplinary" matter after serving 10 years. On Tuesday morning, he broke into his former patrol car and stole a M16 patrol rifle and multiple magazines. Police, friends, and family tried to get into contact with him throughout the day. On Wednesday morning, he was found in the parking lot of St. Teresa of Avila at Parkview Drive and Trooper Road in West Norriton. He had hooked up a hose to the car's exhaust. A priest saw him in the lot and talked him out of the car. Murray eventually surrendered to authorities. Police did not find the weapons on him. He told them he threw them under the Collegeville Bridge. He faces theft, weapons, and reckless endangerment charges. Murray is currently at Norristown State Hospital.
