Delaware State Trooper Killed, Suspect Barricaded; Woman Hit By Police Dies; Cop Charged in Crash

A Delaware State Trooper was shot and killed at a Wawa on Rt. 40 in Bear, DE. It happened after Noon on Wednesday on the 1600 block of Pulaski Highway near Salem Church Road. The trooper was transported to Christiana Hospital in critical condition, where he died. He has been identified as 32-year-old Cpl./1 Stephen J. Ballard, an 8.5-year veteran of the Delaware State Police assigned to patrol at Troop 2, Glasgow. Officials say that the Ballard had spotted a suspicious vehicle occupied by two individuals parked at the Wawa. When he went to make contact with them a struggle ensued. One of the suspects got out of the vehicle and started shooting, hitting the trooper multiple times. One suspect was taken into custody by responding officers and the other fled.

UPDATE: "Around 4:00 a.m. this morning, Thursday April 27, 2017, officers once again came under fire from the suspect. Allied agencies explosively breached numerous windows but have not entered the residence. Multiple Special Operations Response Teams and Conflict Management Teams from allied police agencies are attempting to make contact with the male subject and are continuing to attempt to persuade him to surrender. Residents in the area remain evacuated.... There are no reported injuries."

UPDATE: The standoff in Middletown is now over. According to police, "At 9:17 a.m., the male suspect exited the residence and engaged police. The suspect was then shot by law enforcement. He was pronounced dead at the scene at 9:29 a.m."

Police are currently outside a home on the 500 block of St. Michael's Drive in the Brick Mills Farm Development in Middletown, DE about 15 miles from the Wawa. A male suspect has refused to surrender and is firing shots at police while barricaded in his home. He is believed to be inside alone. At 8:22 pm, the Explosives Ordinance Disposal Unit used a breeching charge on the front door, but they have not entered the house. Negotiators are trying to communicate with the man. Residents are advised to stay inside. The Odessa Fire Company, located at 304 Main Street in Odessa, has opened to house the evacuated residents.

A woman who was struck by a Philadelphia Police cruiser in a Kensington park last week has died as a result of her injuries. 40-year-old Michelle Kolk of Northeast Philadelphia passed away on Tuesday at 5:05 p.m. The accident happened on Tuesday, April 18th about 4:25 p.m. at McPherson Square on the 3000 block of F Street. Two officers were in the cruiser driving in the park as part of an investigation. The driver reversed the vehicle without seeing Kolk and struck her. The officers put her in the back of the car and took her straight to Temple University Hospital where she was being treated for multiple broken bones and other injuries. The two officers remain on active duty, but an accident investigation is underway. The driver has been placed on non-driving status.

An off-duty Philadelphia police officer has been charged in a fatal crash that killed a pedestrian in the Northeast earlier this year. Ofc. Adam Soto has been charged with homicide by vehicle and involuntary manslaughter in the death of 50-year-old Danny DiMitri. It happened on January 30th around 11:30 a.m. at Cottman and Algon avenues in Philadelphia. DiMitri was crossing the road when he was struck by Soto, a three year veteran assigned with 24th District. Two other officers were involved in the incident. One has been identified as Tony Forest, a three year veteran with the 14th District. He is not charged criminally, but faces departmental violations. Both Soto and Forest have been suspended with the intent to dismiss. The third unidentified officer has already resigned on another matter. The family believes the officers were drag racing when they struck DiMitri.
