Missing Tennessee Teacher/Student Found; Soccer Coach Arrested Sex w/ Teen; PA License Plate Ring

A Tennessee teacher has been arrested and a teenage girl has been found safe in Northern California after the pair disappeared last month. The Tennessee Bureau of Investigation says that 50-year-old Tad Cummins and 15-year-old Elizabeth Thomas were found on Thursday. The pair disappeared from Maury County, TN on March 13th. They were last spotted in a Walmart in Oklahoma City on March 15th. On Thursday morning, following leads, authorities located them in a cabin in Cecilville, CA. He surrendered without incident. Cummins had been investigated by the Culleoka Unit School after a student reported seeing him and Thomas kissing in a classroom in January. He was allowed to keep teaching but was later suspended in February for violating the initial terms of the school's investigation. He is charged with sexual contact with a minor and aggravated kidnapping.

A Philadelphia soccer coach is accused of paying one of his teenage former players money to have sex with him, and ended up fathering a child. 39-year-old Francisco Prado-Contreras from the 700 block of South Street in Bella Vista is charged with Statutory Sexual Assault, Involuntary Deviant Sexual Intercourse, Aggravated Indecent Assault, Corruption of a Minor, and related offenses. On Tuesday, the Department of Human Services notified Philadelphia Police that the father of a 7-month-old girl whose mother is a 15-year-old girl may be the teen's former soccer coach. The girl told police that Prado-Contreras was a family friend who was her volunteer soccer coach. He runs a house-cleaning business and in September 2015 she asked him for a job. One day, he told her to show up at an apartment. However, instead of cleaning, he convinced her to have sex with him for money. This happened about five times over a month and in October 2015 the teen found out she was pregnant. Prado-Contreras was taken into custody near his home on Wednesday. He remains behind bars on $750,000 bail.

Pennsylvania Attorney General Josh Shapiro announced charges against 12 people and 14 businesses for multiple schemes involving over 1,000 fake Pennsylvania license plates in what is dubbed Operation Car Wash. The leader of the ring, Rafael Levi of Brooklyn, is charged with 486 criminal counts himself. The organization would submit forged and fake documents to PennDOT to obtain license plates. They would then rent the plates out for $400 a month to people for nefarious purposes. A person could evade law enforcement, tolls, parking tickets, etc. The ring would also provide fake insurance cards, clean titles, and could roll back odometers. PennDOT has been tightening policies and procedures in light of the investigation.
