First Toomey/McGinty Debate, Video; PA House Passes Sanctuary City Bill; Tobacco Meeting in Philly

Pennsylvania Republican Senator Pat Toomey and Democratic challenger Katie McGinty squared off in the first of two debates on Monday night in Pittsburgh. The contentious race for US Senate has been highlighted by attacks on both sides. The two traded barbs and criticisms throughout the hour long debate. This race is one of the most expensive contests in the entire country for the coveted Senate seat. Some of the issues discussed included the candidate's support of their party's presidential nominees, the Affordable Care Act, election rigging in Philadelphia, old vs. new energy jobs and climate change, and policing and law enforcement endorsements. The next debate will be October 24th in Philadelphia. You can watch the replay of the debate below.

The Pennsylvania House voted 136 to 55 to approve House Bill 1855. The bill targets Philadelphia and other Pennsylvania counties and municipalities that are so-called “sanctuary cities.” Those cities have policies in place that restrict communication with and/or decline requests from federal immigration officials. This bill would now make it illegal for any municipality to adopt any policy that prohibits or inhibits communication with Immigration and Customs Enforcement (ICE). As part of the bill, municipalities would be liable for damages in crimes committed by unathorized aliens. Philadelphia Mayor Jim Kenney spoke out against the bill when it passed out of committee last month. PA Congresswoman Martina White of the 170th District in Northeast Philadelphia sponsors the bill. It will now head to the Senate. Even if it passes there, Governor Wolf is expected to veto.

A public hearing was held on Monday night at the Municipal Services Building in Center City to discuss new tobacco retail regulations. Those regulations were provisionally approved by the Board of Health on September 8th. They include an increase in the annual tobacco license fee from $50 to $300. Any new permit will be subject to a population-based limit of 1 per 1000 residents in each planning district. Also, new permits may not be within 500 feet of a school. Existing permits will not be affected as long as they follow the law and continue to renew on time. Businesses that get caught selling to minors for a third time will lose their license for one year. They will not get it back if they exceed the population limit or are too close to a school. There will be another meeting on November 10th. The final rules will likely go into effect in January 2017.
