Nutter Blasts Butkovitz; Papal Visit Parking Changes; South Philly Waterfront Trail

Philadelphia Mayor Michael Nutter put a verbal beat-down on City Controller Alan Butkovitz yesterday labeling Butkovitz report on the city's L&I "outrageous, misguided and irresponsible." The controller's report calls on Nutter to fire L&I Commissioner Carlton Williams citing excessive overtime, dangerous illegal demolitions and non-permitted construction projects. Referring to Butkovitz, Nutter says the city is "not going to get distracted by that kind of nonsense or ego or narcissistic personality disorder that seems to compel the need for constant public attention."

Parking in the city is going to be made a little bit easier during Pope Francis' visit, thanks to adjustments from the Philadelphia Parking Authority and a discount from some of the city lots. The Parking Authority announced Tuesday that vehicles bearing resident parking permits for districts 1, 4, 5, 6, and 10 can move their vehicles to any permit-parking block in the city while no-parking rules are in effect in their neighborhoods during the pope's visit and not be ticketed. Vehicles with resident stickers must still obey other parking rules. In addition, 10 Center City parking garages and lots, offering a total of 5,130 parking spots, will make those spaces available at a 50 percent discount off their standard 24-hour parking rates from Sept. 25 to 27. Central Airpark near the Philadelphia International Airport will offer the same deal. The participating Center City lots are 337 S. Broad St., 1616 Chancellor Garage, 12th and Filbert Streets Garage, Gallery Garage Market Street East, Holiday Inn Express Garage at 1305 Walnut St., Liberty Place Garage at 1625 Chestnut St., 1301 Market St., 1314 Spruce Lot, 925 Walnut Garage, and Walnut Twelve Garage.

A waterfront trail in South Philadelphia is one step closer to reality. Backers of a plan to develop along the Delaware River by building a trail with pocket parks and other attractions along the South Philadelphia waterfront are closing in on the land they need for the project. The Delaware River Waterfront Corp. has acquired a section of riverside property from builders K4 Associates and is close to a deal with local developer Bart Blatstein for the final land to build the 0.7-mile bike and walking trail. The parcels are contiguous 10-foot waterside slivers of larger sites their owners are mostly prohibited from developing because of proximity to the river, Corcoran said. The DWRC already owns land on either side of the properties.
