Brad Fox Law Signed; Deptford Ofc. Stuart Charged w/ Murder; Chinatown Massage Prostitution Arrest

Two women have been arrested for prostitution after a police investigation into two Chinatown massage parlors. Undercover Vice officers conducted the sting at the two establishments located at 209 N 11th Street and 1010 Cherry Street. Shun Yu Jin, 48, of Flushing, NY, and Ji Young Kim, 30, of Philadelphia were both arrested and charged with criminal solicitation and prostitution. Police were tipped off by concerned citizens that illegal activities were carrying on at those places of business, leading to the investigation.

A Deptford Township police officer has now been charged with first-degree murder in the shooting of another man inside his home last weekend. The shooting victim, 27-year-old David Compton, suffered a gun shot wound to the head early last Saturday and passed away today after he was removed from life support. 29-year-old Deptford Township police officer James Stuart was originally was arrested and charged with aggravated assault, and made $10,000 bail. His bail has been raised to $250,000 and he has surrendered to authorities. His attorney said the shooting was a “tragic accident.”

This is a statement from Deptford Police Department Chief Daniel Murphy:

“We would like to express our sincere condolences and sympathy to the Compton family, especially David Compton’s parents, immediately family and close friends. Members of our police department are devastated by this event and we want the Compton Family to know that we have been praying for David and are very sorry to learn of his passing. We had all hoped and prayed for a different outcome, and want the family to know that they will continue to be in our thoughts and prayers during this time of loss.

The Township of Deptford and the Police Department want the public to know that our police officers remain committed to their public safety and will continue to provide the most professional public safety service to our community. Our police officers are among the best trained in our state and perform their duties extremely well.”


Today, Governor Corbett signed into law, Act 199 of 2012 HB898, otherwise known as the “Brad Fox Law.” The legislation is named after Plymouth Police Officer Bradley Fox who was killed in the line of duty last September. Fox was pursuing a suspect along the Schuylkill River Trail in Plymouth Township when he was ambushed and shot. The suspect, who was on felony parole, then shot himself. The law restores a mandatory minimum sentence of five years in prison for anyone convicted a second time of making "straw purchases", or legally buying guns and then illegally selling them to felons. “[Fox] died at the hands of a felon – somebody who never should have had a firearm. But he also died because somebody bought a gun legally, and sold it to [the killer] illegally," Corbett said.
