Hurricane Sandy Approaches, License Plate Decals Working, Rape Victim Bill Loses Support

Hurricane Sandy has weakened, however the Category 1 hurricane is still projected to stay on track to impact the Philadelphia area and could make landfall in the Delaware Bay. Top wind speeds have fallen from over 100 down to 80 miles per hour, but Sandy is likely to stay organized through landfall on Tuesday.

The red decals on New Jersey teenager license plates are working. Automobile accidents involving teens is down by 9 percent. That, according to a study by Children's Hospital of Philadelphia, the first of its kind to evaluate the effectiveness of putting decals on teen drivers' cars. The decals make it easier for police to track young drivers who do not yet have full driving privileges.

Three Pennsylvania legislators have decided not to support a bill that would limit welfare payments to women who claim they gave birth as a result of being raped, but failed to report the crime or identity of the rapist. The names of the two Republicans and one Democrat had appeared as sponsors of the bill but were removed citing concerns over the language.
