Councilwomen Reynolds-Brown Backs $2000 ATV Fines; Open Air Philly Begins Tonight

The City of Philadelphia is looking for ways to curb the illegal use of ATV's and dirtbikes on city streets and parks. The rampant and dangerous use of these vehicles has only been growing and controlling them has become an issue since current state laws only impose minimal fines and seizures usually find their was back into the offenders' hands. City Councilwoman Blondell Reynolds Brown is backing a Nutter administration plan that would drastically increase the fines to $2,000 or forfeiture and destruction of the vehicle. The off limit zone would extend past the roadways and onto the sidewalks. Reynolds believes just that provision would keep many vehicles from appearing on the streets. It will now be debated in City Council.

Tonight marks the beginning of an ambitious and far reaching art installation centered along the Benjamin Franklin Parkway. The “Open Air” project was conceived by artist Rafael Lozano-Hemmer and features 24 spotlights lined up and down the parkway. The spotlights will display patterns in the sky, moving and changing, controlled by voice messages that the public can leave through an iPhone app or the website. There have been some objections to the project from light pollution activists or those concerned about disrupting migratory birds, but those have been minor. The installation will run from 8-11 pm from September 20 to October 14th. Priority is giving to messages sent while standing on the Parkway itself.
