Second Suspect in Officer Walker Murder Surrender to Police; Jerome Jones, 19

** UPDATE: Ramsey told reporters at Police Headquarters earlier Friday that the brother was not a suspect and investigators only wanted to question him. They have named a second suspect. The second man sought is Chancier McFarland, 19, of 23rd Street near Master in North Philadelphia. **

A second suspect in the murder of Police Officer Moses Walker Jr. has surrendered to Philadelphia Police late Thursday. He was taken into custody at the 22nd Police District at 17th Street and Montgomery Avenue. Jerome Jones, 19, was escorted into the precinct by State Rep. W. Curtis Thomas, who was notified by the teen's grandmother that he was willing to turn himself in.

Police have spent the past week searching for two suspects in the murder of Officer Walker, who was shot and killed in an apparent robbery while walking to the bus at 6 am Saturday after his shift in North Philly. He was off duty and not in uniform at the time.

Jones is the younger brother of the first suspect already in custody, Rafael Jones, 23. Rafael Jones was apprehended Wednesday afternoon in a dramatic raid in Southwest Philadelphia after a bench warrant was issued for failing to appear for a probation appointment.

After spending all day with Homicide detectives and US Marshals, Rafael confessed to being involved in the robbery and shooting of Walker. Police still are determining which of the two were the actual triggerman, but they believe it was Rafael.

Rafael has a lengthy rap sheet, being arrested and convicted as a juvenile for burglary, drug possession, car theft, and gun possesssion on different occasions. As adult he's been arrested for aggravated assault and gun possession, and gun point robbery. The last charge was withdrawn in July, but it violated his probation. He was released to house arrest Aug. 8, but its unclear if he was equipped with a monitoring device. He failed a drug test Aug 10. and didn't show up for another Aug 15th. The murder happened on Aug 18th.
