One Homeless Encampment is Cleared After Agreement; Missing DE Teen Dead; NJ Halloween is ON, Guides

The Camp Teddy protest encampment on Ridge Ave. next to the Philadelphia Housing Authority was vacated Monday night, 10/5, following an agreement between PHA, the City of Philadelphia, and camp organizers OccupyPHA. The 20 occupants will begin a process that will eventually get them into nine now-vacant properties in Strawberry Mansion, including participating in the properties' rehabilitation. The buildings are currently uninhabitable and the homeless will be instructed on how to refurbish the units. The properties will be placed into a community land trust. The larger Camp JTD encampment on the Ben Franklin Parkway still stands. An agreement has not yet been reached with those occupants. The Camp Teddy site was blocking a $52 million mixed-use development.

"I want to thank all of those whose hard work and good faith negotiating resulted in this resolution," said Mayor Jim Kenney. "As I have said from the start, the issues raised by the camp leaders - homelessness and the lack of affordable housing - are deep rooted and urgent. We hope this agreement will lead to a resolution of the separate protest camp on the Parkway. And we hope it will lead to new impetus among all partners to solve these vexing problems."

"In late June, OccupyPHA along with residents of the Parkway Encampment (known as Camp JTD) moved to parcels of land located across from PHA's Headquarters with the goal of pressuring PHA to come to the table regarding the housing crisis in Philadelphia and to discuss uses for long term vacant PHA properties. At times it seemed like all of our efforts would be in vain, however, we were able to reach an agreement with PHA to create a Community Land Trust for permanent low income housing with long term vacant PHA properties that were going to be disposed of. We appreciate PHA's willingness to explore this idea with us, we look forward to our new venture and hope that it leads to lasting change," said Jennifer Bennetch, OccupyPHA Founder.

Delaware State Police say that missing 17-year-old Madison Sparrow of Newark, DE, was found dead on Monday 10/5. Authorities have not released any details about her discovery. A Gold Alert has been canceled. She was last seen around 3:40 p.m. on Friday, 10/2, on Library Avenue near Farm Lane. The investigation is ongoing.

New Jersey Governor Phil Murphy announced on Monday, 10/5, that "Halloween is ON." Despite the ongoing coronavirus COVID-19 pandemic, NJ officials say that there are many ways to celebrate Halloween and still be safe. Murphy says, "You may wish to dress as a knucklehead this Halloween, but we don't want anyone to act like one." The New Jersey Department of Health released 'Halloween Celebration Guidance' on Monday that includes recommendations for trick-or-treating, trunk-or-treating, parties, haunted houses, hayrides, corn mazes, and suggestions for the most safe activities. Whatever your plans, be sure to stay home if sick, wear a mask, avoid crowds, social distance, wash your hands, stay with your household, and outdoors is better than indoors.
