Man Arrested for Haverford Woman Murder; NJ Indoor Recreation Open 7/2; Judge: Safehouse Open Stayed

A man has been arrested in the murder of a missing Haverford Township woman whose body was discovered in a trash bag in Germantown on Tuesday night, 6/23. 26-year-old Kareem Davis-Duppins is charged with first-degree murder, abuse of corpse, and related offenses in the death of 25-year-old Sabrina Dubose of Haverford Township. Dubose was reported missing on May 22. Davis-Duppins told police that he met Dubose on the Market-Frankford El and they went back to the apartment complex he worked/lived at in Upper Darby. The two had a sexual encounter. During an argument, Davis-Duppins pushed Dubose and she hit her head. When she awoke, she began screaming that she had been raped. That is when Davis-Duppins choked her to death. He hid her body in an elevator shaft at the complex for about a week before moving it to the wooded area on the 5700 block of Musgrave Street in Philadelphia. Davis-Duppins told police where to find the body. He also told the same story to family members. He is being held without bail.

New Jersey Governor Phil Murphy announced Wednesday, 6/24, that restrictions will be lifted next week on various indoor recreation and amusement facilities. Museums, aquariums, libraries, and indoor recreation such as shooting ranges, bowling alleys, batting cages, and arcades can open on July 2. Those facilities will have to operate at 25% capacity. Masks or face coverings must be worn inside unless sitting down to eat or drink. More guidance will be released. Movie theaters, performing arts centers, concert venues, and nightclubs remain closed. Also, gyms and fitness centers remain closed at this time, except for "individualized training sessions by appointment."

A federal judge in Philadelphia granted the government's request to stay the opening of a supervised drug injection site in the city until their appeal is heard. U.S. District Judge Gerald Austin McHugh granted the stay of an opening of a facility by nonprofit Safehouse while the U.S. Attorney's Office for the Eastern District of Pennsylvania appeals McHugh ruling against the government. McHugh cited the availability of resources needed from the Health Department and the police when a site does open and concluded that this is not a good time. "The challenges of coping with the pandemic and with recent community unrest understandably triggered by the death of George Floyd present strains on the city - government and citizens alike - that make the proposed opening of Safehouse unrealistic any time soon," Judge McHugh said. U.S. Attorney William McSwain had argued previously that the 'safe-injection' site would violate the Controlled Substances Act, specifically the 'crack house' provision (see below). In February, McHugh ruled against McSwain, which prompted the appeal. Safehouse had tried to open a facility in South Philly in late February, but was met with community backlash and had their lease pulled.
