C. Regusters Arrested Nailla Robertson Case; Philly Real Estate Assessments; FBI Seeks Bank Robber

The Friday arrest of 19-year-old Christina Regusters in the kidnapping of 5-year-old Nailla Robinson was a huge break in the case that has been tough to crack for the Special Victims Unit task force. Residents of West Philadelphia can feel relieved that the mystery abductor is now in police custody. Regusters is charged with kidnapping, conspiracy, aggravated assault, rape, and related offenses and held on $4 million bail. However, the three other members of her family taken into custody from the home on the 6200 block of Walton Avenue were questioned and released without being charged. Police say that this is still an active investigation, and it would seem that Regusters did not act alone in the crime. She is believed to be the one who took the girl from her class at Bryant Elementary. Her DNA was found on the shirt that Nailla was wearing when found the next day in the Upper Darby playground. She also works at Heaven's Little Angels, the after school daycare that Nailla attends. This is believed to have been a targeted crime since the abductor asked for the little girl by name, knew how to evade school security, and to dress in Muslim garb like her mother. Nailla was able to direct police to the back of the Walton Ave home when taken through that specific neighborhood. She also described the talking parrot that was kept in the house.

The new AVI real estate evaluations began to hit the mail Friday to more than a half a million Philadelphia property owners. The reassessments are part of a two year effort to accurately value property in the city according to the current market. Mayor Nutter says this will fix a system that has many “unfairly undervalued or over-assessed property values.” These new assessments will be applied to taxes due in 2014, not 2013. The new property tax rate has not been set yet, but it is assumed to be around 1.25%. About 40% of property owners will see their taxes stay the same or drop, and about 71% will see them rise/fall by only $400. Trendy neighborhoods such as Fairmount, University City, Southwest Center City, and South Philadelphia east of Broad Street will see the brunt of higher evaluations, while established neighborhoods (Chestnut Hill, West Oak Lane, Eastwick, Wynnefield, and much of the Northeast) will see some relief. The FBI is on the look out for a serial bank robber in the Philadelphia area. The man has already robbed three banks and attempted to rob another since the beginning of the month. Mostly recently on Valentine's Day he attempted to rob the TD Bank branch at 5501 Ridge Avenue in Roxboro, then a half hour later he robbed the Sovereign Bank at 1 Belmont Avenue in Bala Cynwyd, Pa. Investigators also believe the suspect robbed the TD Bank on 401 West Lancaster Avenue in Haverford on February 12 and the Citizens Bank on 121 East City Line Avenue on February 2. He's described as a medium build in his late 20’s to mid 30’s, standing between 5-foot-9 and 5-foot-10 with a goatee. They also believe he wears dark-framed glasses. The suspect is considered armed and dangerous. If you have any information, please call the FBI at 215-418-4000.
