With a major winter storm bearing down on the Delaware Valley, everyone in the area is preparing. The Jersey Shore is expecting the brunt with Blizzard Warnings and 6-10 inches forecast. A Winter Storm Warning is in effect along the I-95 corridor and the Philadelphia area with 5-7 inches possible. Areas north and west will see less snow. (see map at bottom of page.) The biggest factor will be high winds and extremely low wind chills behind the storm. Expect winds 25-30 mpg with gusts up to 40 mph. The high will only reach the teens Friday and Saturday with chills well below 0. For the latest information go to: http://www.weather.gov/phi/ and snow totals: http://www.weather.gov/phi/winter

Philadelphia has declared a snow emergency starting at midnight tonight. All parked cars must be removed from snow emergency routes or else they will be towed. For more information on the snow routes go to: http://www.philadelphiastreets.com/highways/snow/emergency-routes/ If your car has been towed call 215-686-SNOW to find it.

The PPA will not be enforcing meter and time limit violations during the snow emergency, but they will ticket you for snow emergency or safety violations. There is a $5 flat discounted rate available in Center City PPA garages. Info at http://www.philapark.org. Travelers on SEPTA should check http://www.septa.org for delays during the morning commute. Air travelers should check http://www.phl.org for flight status.

All Philadelphia and Archdiocesan schools will be closed on Thursday. Most area schools are reporting they will be closed or are opening late. Check with your school for their schedule. All area school closings listed here.

A Code Blue remains in effect until further notice for the City of Philadelphia. Shelters are available for the homeless. Contact the Outreach Coordination Center at 215-232-1984 if you see a homeless person in need. They are available 24/7 to make contact with and hopefully bring in those in need. Also, if you see a pet outside in the elements, contact the ACCT Philly hotline (267-385-3800). It is against the law for a dog or other pet to be left outside without proper shelter.

Philadelphia government offices will be open normal business hours. Philly 311 Call Center will be open normal hours (8a-8p). Trash and recycling has been canceled for Thursday, hold it for next week. Prison visits are canceled for Thursday.
