Memorial for Delaware Cpl. Stephen Ballard; House Passes GOP's AHCA; Fire in Olney Apartments

A memorial service will be held for Cpl. Stephen Ballard of the Delaware State Troopers who was shot and killed in the line of duty last week. It will take place at the Chase Center on the Riverfront in Wilmington, DE. Public visitation will be from 8:30 a.m. until 10 a.m. The service will be held at 11 a.m. There will be highway closures affecting I-95 on Friday morning.

I-95 North between Christiana Mall (Exit 4A) and the Martin Luther King, Jr. Boulevard (Exit 6) starting at 6 a.m. until procession ends.

Routes DE 896, US 40, DE 273, and US 13 will be used as alternates.

Funeral procession at 12 noon following service will follow this route: Justison Street - Martin Luther King Boulevard - South Market Street - North DuPont Highway - Lovelace Avenue (U-turn) to Gracelawn Memorial Cemetery.

DART will be offering free shuttle service from the Route 273 and Route 7 Park & Ride to the Chase Center at the Wilmington Riverfront beginning at 7 a.m. and ending at 9 a.m. Return service to the Park & Ride from the Chase Center will between 10 a.m. and 1 p.m. Members of the public wishing to attend the services for Corporal Ballard are asked to use off-site parking as access to the Chase Center will be restricted.

The revised Republican-backed American Health Care Act narrowly passed in the House of Representatives today. The vote was 217-213. Every Democrat and 20 Republicans voted no. This is just one step for the GOP towards removing and replacing Obamacare. House Speaker Paul Ryan canceled a vote on the bill in March when it was clear it would not have enough votes. This revised measure was worked out to gain support from both moderate and strict conservative factions. The bill eliminates tax penalties for those who do not buy coverage. It still allows grown children to stay on parent's insurance up to age 26. Patients with pre-existing conditions can still get coverage, but states could get waivers that free insurers to charge them higher rates. Towards the end of the vote, House Democrats could be heard singing "Na Na Hey Hey Kiss Him Goodbye" to Republican lawmakers. They insinuate that those representatives who voted 'yes' will all be voted out by unhappy constituents come 2018.

A fire broke out this afternoon in an Olney apartment complex. It started around 3:45 p.m. at the Hillside Gardens Apartments on the 6000 block of Cresentville Road. Heavy flames and smoke poured out of upper units of the building. Firefighters brought it under control by 4:15 p.m. The building manager says that two units are completely destroyed while other suffered smoke and water damage. About 2 dozen people are displaced. No one was injured. See video of the fire below.
