Actual Value Initiative, Sexting Crack Down, Felony for 19 Year Old Councilman

Governor Corbett is expected to sign legislation that would authorize a key element of Mayor Nutter's property tax reform plan, the so called "Actual Value Initiative". The mayor's plan will result in higher assessments for properties in the city. The bill passed by the House and sent to the governor will allow the city to lower the millage rate to offset those assessment increases.

A bill designed to crack down on the practice of “sexting” by minors in Pennsylvania is on its way to Governor Corbett’s desk, and a spokesman says the governor is expected to sign it. The bill creates a tiered approach to the practice of minors transmitting nude or sexually explicit images of themselves or other youths. It would be a misdemeanor for more severe offenses, such as when it is done without consent or to bully someone. But it would also be a summary offense even in cases where it is consensual, something that troubled Delaware County Democrat Greg Vitali. “To criminalize this sort of teenage experimentation, I think is the wrong way to go.” Support for a Senate-passed bill collapsed in the House Wednesday night.

When 19-year-old Kyle Bower was sworn in as an Alburtis, PA councilman in January there were some doubts. Bower was charged on Wednesday for allegedly driving through a soybean field after he stole some campaign signs from a nearby yard. Mayor Mader says there was about $600 worth of damage to the crop and Bower abandoned his car in the middle of the field. Bower is now being charged with agricultural crop destruction, which is a felony.
